The resolution is written in direct opposition to the formation of the rival Progressive Democratic Party of South Carolina that sought permission to send delegates to the 1944 Democratic National Convention in Chicago, Illinois. The resolution has been annotated and a section that states that "electors shall not be chosen by the State Executive Committee as they had been chosen in the past" is underlined.
